A research briefing document on a self/custom build private member’s bill has been released in advance of its second reading in the House of Commons tomorrow (Friday 24 October).

Conservative MP and Chair of the All Party Parliamentary Committee on self/custom build, Richard Bacon, wants a change to the law which would see local authorities keeping a register of people interested in securing for self/custom build projects, under the Self Build and Custom Housebuilding Bill 2014-15.
The paper gives a detailed background on the support available from Government to individuals or groups wishing to build or commission their own homes. It includes information on the development of the self build and custom build sector and the main challenges the sector faces in securing land and finance. The Community Infrastructure Levy (CIL) and S106 exemptions for self/custom builders are also referenced. An explanation of the Bill is included later in the document together with comment from members of parliament.
The Bill, given its first reading in Parliament on the 2nd of July earlier this year, would also require councils to take account of and make provision for such interest when developing their housing initiatives/local plans. The Bill would additionally allow volume housebuilders to include self build and custom build projects as contributing towards their affordable housing obligations ‘when in partnership for this purpose with a Registered Social Landlord’.
